Gummy Skull Question

I recently acquired the soft bulletin live marijuana brain gummy skull! It had the usb SIGNED BY WAYNE COYNE!!! But there was one part that i was confused about. In the box under a flap where the skull was placed on, there was a sheet of paper. This paper was multicolored with little drawings of members of the lips as well as skulls. Also this paper was perforated with very small squares. my question is what is this paper? Is it just a keepsake, in which case why the perforated lines? Thanks!

Sounds like acid paper. My skull came with an "Eat Your Own Spaceship" Sticker, as well as the signed usb.
